Reflection phase shifters can be either digital (discrete states) or analog (infinitely variable). There are (at least) three ways to implement the reflection network, using a circulator (only one variable termination is needed) or using a four-port hybrid coupler (two variable terminations are needed). Hybrid couplers come in 90 degree and 180 degree varieties.
