Dispersion in microstrip has been one of the most studied phenomenon in the history of microwave engineering. The premise is that there are two solutions to the propagation constant, one "near DC", called the quasi-static solution, an the other at infinity, where TEM propagation is said to exist. As you go up in frequency with microstip, more and more of the fields are forced into the substrate, and at infinite frequency the entire wave is "underground".
